They had no right to surround the car, by doing so they voluntarily placed themselves in danger then used their own bad judgment as an excuse to "defend" themselves with deadly force.  And why are they hiding what they're trying to imply is exculpatory footage?  Fleeing arrest is not a capital offense,  so why are they treating it as if the fleeing person is a clear and present danger to society at large when clearly that is not the case?
